Winter School on Federalism and Governance 2014

Description

The Institute for Studies on Federalism and Regionalism at the European Academy of Bolzano/Bozen (EURAC), the Faculty of Law and the School of Political Science and Sociology at the University of Innsbruck announce their fifth annual "Winter School on Federalism and Governance". The Winter School is a cross-border postgraduate programme located in the heart of the Alps under the auspices of the Secretary General of the Council of Europe. The 2014 edition will focus on “Federalism and Multilevel Constitutionalism”.

The Winter School on Federalism and Governance 2014 explores how federalism contributes to the understanding of multilevel, integrated decision-making. It is a unique opportunity to be trained on theoretical and practical aspects of federalism and multilevel constitutionalism.

The 10-day programme offers all participants an international learning environment. It is carried out over one week in Austria (Innsbruck, Tyrol) and one week in Italy (Bolzano/Bozen, South Tyrol) and includes:

  • lectures by renowned academics from Europe, North America, Asia and Africa
  • discussions and case studies with experts from international administrations
  • institutional study visits with politicians
  • interactive workshops and a public lecture

Eligibility

The Winter School is designed for applicants who wish to develop and upgrade their knowledge through an interdisciplinary and comparative approach:

  • young researchers and academics
  • post-docs, postgraduate and undergraduate students
  • civil servants from a local, regional or national government
  • employees of international organizations or NGOs

Please note that the programme builds on an assumed prior knowledge of federalism.

 

Topics

The Winter School will analyze a series of issues:

  • Why does it make sense to include subnational constitutionalism in the big picture rather than regarding states as black boxes and their constitutions as monolithic?
  • What principles guide the interactions within the compound European constitutional system?
  • Is subsidiarity effectively guaranteed or merely a fig leaf?
  • What framework does multilevel constitutionalism provide for decision-making processes that have been described as multilevel governance?
  • How are citizens (and non-citizens) concerned by these decision-making processes?
