Climate policies after the Paris Agreement (PA)

The journal "L'Europe en formation" invites proposals for articles to be published in its summer edition, dedicated to the evolution of climate policies in the perspective of the recent PA adopted at the end of COP 21.

After months of difficult preparations, the COP 21 has delivered its conclusions, with a global agreement presented as a “differentiated, equitable, sustainable, dynamic, balanced and legally constraining” one. After ratification by at least 55 countries representing at least 55% of global greenhouse gas emissions, the agreement is set to replace the Kyoto Protocol (KP) by 2020, and should define the path of climate policies for the decades to come. Contrary to the KP whose (modest) objective was defined in terms of GHG emissions reduction (-5,2% for the 2008-12 commitment period compared to the 1990 level), the PA sets extremely ambitious objectives directly in terms of global warming, the aim being to limit global warming if possible to 1,5° C. The global KP target has been reached thanks to a mixture of fortuitous events (2008 financial crisis, economic transformation in Eastern European countries in the 1990s, energy policy transition in the UK, …) and specific contributions from some actors (the EU most notably), and in spite of the withdrawal of the US from the process in 2001. In order to reach its ambitious target, the PA should rely on much more encompassing and efficient climate policies from developed as well as developing countries.
“L’Europe en formation” intends to explore the content of the PA and its implications for climate policies as they are conceived and applied by the main actors in the world economy.

This thematic issue of "L'Europe en formation" will specifically inquire into the following topics:

Anyone can submit an abstract. Paper proposals must be submitted in English or French.
Deadline for abstracts (approximately 300 words): February 02, 2016.

In case your proposal is accepted, you will be asked to deliver a complete paper (around June 2016).
