International Conference - Cross-Border Cooperation - Models of Good Practice in Carpathian Region

The frontier, the border space or the cross-border cooperation are concepts that define the reality of the current political, academic or economic debates. Since the 1980s, the Council of Europe has whipped up a frontier space by modeling and development of the border space, through the adoption of the European Outline Convention on Transfrontier Co-operation between Territorial Communities or Authorities, which was reaffirmed and enhanced by the adoption of the additional protocol, which provides the possibility of communities in border regions to generate a body of cross-border cooperation, called Euro-region. Furthermore, in March 2013 entered into force the Protocol No. 3 at the European Outline Convention, adopted in Utrecht at November 16, 2009, by which the Council of Europe also offers to Member States, which are not part of the European Union, a dedicated legal instrument called the Euroregional Co-operation Grouping (ECG). Of course, the European Union did not remain indifferent in the face of these innovations of Council of Europe. Thus, the policy of economic, social and territorial of the European Union seeks a harmonious development of all Member States and reducing disparities between the levels of development of various regions and the remaining behind to disadvantaged regions. In this context, we must understand the adoption of Regulation (EC) No. 1082/2006 which was created the European Grouping of Territorial Cooperation (EGTC), legal instrument which that determines an acceleration of the integrator process in the frontier communities, through its objectives and characteristics.

Even if we see a constant concern of both the Council of Europe and the European Union, the issue of cross-border cooperation is quite heterogeneous in understanding its intrinsic elements, as well as in its implementation at the level of communities in frontier area. For this reason, the proposed debates in this international event have the following objectives: development of direct links between fundamental research related to cross-border cooperation and the realities in the border area; creating synergies between researchers and decision-makers in the Carpathian area; development and analysis of theoretical models that can be performed in the frontier area of the Carpathian Euroregion, and dichotomous analysis between these and those operating in the euro regional area. It also takes into account the analysis of the extent to which existing border development patterns responding to the needs of frontier communities.
The central theme of the international event cross - Cross-border cooperation – models of good practice in Carpathian Region (Poland, Slovakia, Ukraine, Hungary and Romania) will be analysed from two perspectives: models of good practice on cross-border cooperation made in the Carpathian Region and development of research networks between universities in the Carpathian Region in three specific panels (legal studies, European studies and social sciences).

Participants should submit an abstract and pay the conference fee.
The abstract (max. 500 words followed by 5 keywords) will be submitted for review in electronic format (doc./docx.). Please provide the full names, affiliations, mailing addresses, telephone and e-mail addresses of all authors, indicating the contact author. There will be accepted only one paper for each participant as a first author. Abstracts will be submitted online to the following e-mail address: apopoviciu@uoradea.ro .
The official language of the conference is English and Romanian.
The authors will receive confirmation via email.  Selected papers will be published, after the conference, in the conference volume. To this end, full papers will be re-submitted to peer-review process.
