Beyond the debates over the substance of theEU’s foreign policy mechanisms, the ability of community instruments to be deployed in the enlarged European regional context has increased considerably over the last years. This panel proposes to look at the different frameworks for EU foreign policy making towards its neighbours: the rather broad frameworkof the European Neighbourhood Policy (ENP) covers countries from Morocco to Ukraine, and is supplemented by the more current initiatives of the Union forthe Mediterranean and the Eastern Partnership. The Balkans are dealt with within the Stabilisation and Association process (SAP), and EU-Russia relationsare organised around the four common spaces. This panel aims to investigate in how far similarities and differences between these frameworks remain to exist after the Lisbon Treaty and other current institutional adaptations.
Interested people can submit paper proposals about various aspects discussing thedirect and indirect implications of the Lisbon Treaty on the EU relations towards the neighbours.
