The document is an issue paper published in Praga in July 2009 by the Heinrich Böll Foundation. Taking into consideration the European scepticism about further enlargement, which will regard the countries of the Western Balkans, the paper focusses on Bosnia and Herzegovina, Croatia, Kosovo and Serbia as case to analyze both domestic conditions in these countries and EU policy on the whole region.
