Papers and essays in politics
PECOB is pleased to introduce this database of updated articles, analyses and occasional papers on Central-Eastern Europe and the Balkans' region politics.
Papers in this section discuss specific issues in politics within different contexts. Papers in the "politics" section can deal with political developments in Central Eastern Europe and the Balkans, with a particular focus on the most recent political developments. Recent publications include papers on EU-Russia relations and an historic analysis of Vojvodina identity. Moreover, other essays address integration process of Central Eastern Europe after 1989. We can finally mention an articleon the role of judges within the United Nations International Criminal Tribunal for the former Yugoslavia.

Political development of Bosnia and Herzegovina after 1995: the establishment and functioning of "controlled" democracy (by Victor Bojkov)

The subject matter of this paper is the political system of Bosnia and Herzegovina - an ex-Yugoslav republic that was torn among its pro- and anti-independence citizens in the early 1990s, went through a devastating armed conflict that further distanced its mixed population and emerged in 1995 as a reconstructed federal polity with numerous political, social and economic difficulties to be overcome. The present work makes the case that the current political system of Bosnia and Herzegovina is ‘controlled democracy’ and assesses how it has been functioning so far and whether this has been conducive to consolidating the democratic enterprise throughout the polity. The developmental disequilibrium in the Transcaucasus and ex-Yugoslavia was described as the consequence of an uneven and contradictory process of transition from traditional agrarian to industrial economy1. This process was characteristic of the communist type of modernisation 'from above' and of the related 'Pittsburgh' type of industrialisation, during which rural populations were brutally uprooted and called on to play social roles for which they were not prepared and to which they had difficulties adapting. The UN International Criminal Tribunal for the Former Yugoslavia and International Justice: the judges and their role

The Yugoslav Tribunal came into existence when the UN Security Council adopted the Tribunal's Statute on 25 May 1993. The election of the first judges took place in September of the same year, and the first judges were sworn in on 16 November for a term of four years. Wide-ranging support for human rights protection including protection of human rights that fall under the realm of freedom of religion in Bosnia and Herzegovina (BiH) is provided by the General Framework Agreement for Peace in Bosnia and Herzegovina) Despite of its outstanding "ceremonial achievements" in the field of human rights protection of individuals, the entire political structure of BiH is based on the principle of exclusive ethnic representation of the three "constituent peoples" which, de facto, constitutes efficient disadvantage to functioning of State and Entity institutions, whenever minority of (self) selected feels like obstructing decision-making processes.
