Description

The European Endowment for Democracy has been created to promote the European values of freedom and democracy. A joint effort of the Member States and European Union institutions, the European Endowment for Democracy is an independent private law foundation with its seat in Brussels.

To support its operations in Ukraine, especially in the implementation of a grant from the Canadian government, EED is looking to recruit a full-time consultant located in Kyiv, Ukraine.

Main functions of the post

Support the implementation of the EED democracy programmes within Ukraine
Assist with the EED programme and grant management
Serve as a liaison point for the EED Secretariat in Kyiv 

Duties and Responsibilities

The local consultant (full-time) based in Kyiv would report to the EED Programme Officer responsible for Ukraine under the coordination of the Director of Programmes and is under the overall supervision of the Executive Director of the EED and shall be responsible for (in addition to the above-mentioned):

  • Outreach, coaching (pre-application and during the project implementation) and monitoring and reporting for initiatives from Kyiv region, central and western Ukraine.
  • As required by EED Secretariat, background checks on relevant applicants, input for internal assessments and funding recommendations, preparation of monitoring checklists.
  • Providing information on developments relevant for EED work (political situation, civil society initiatives, etc.).
  • Being the first point of contact for beneficiaries from Kyiv, western and central Ukraine. Assistance with reporting to beneficiaries; technical assistance related to financial and narrative reporting by EED beneficiaries.
  • Leading on preparing EED visits to Ukraine, in cooperation with local consultants if needed
  • Liaison for Kyiv-based donors in coordination with and under the guidance of the EED Secretariat
  • Drafting EED narrative and financial reports to donors under the guidance of EED Secretariat
  • Ensuring ongoing communication with the local consultants in South and East Ukraine.
  • Performing other tasks for the EED Secretariat as required.

Key eligibility and selection criteria

a. Conditions for eligibility:

  • Produce the appropriate character references as to his/her suitability for the performance of his/her duties;
  • Be physically fit to perform his/her duties;

b. Essential selection criteria

level and type of formal education:

  • Master’s degree in International Affairs, Political or Social Science, Law, International Development or related discipline; or equivalent

Professional experience:

  • At least five years of proven full-time professional experience in democracy-related projects and programmes (in the civil society, international organisations  or government);
  • proven experience in the international environment would be an asset
  • At least three years of proven track record of project management, monitoring and evaluation
  • Have an excellent overview of Ukraine’s political context and understanding of civil society and the challenges it faces
  • Be experienced in working with NGOs and/or political initiatives, have a track record of working in a multi-stakeholder environment

Functional competencies:

  • Very good knowledge of grant-making and democracy support procedures;
  • Thorough knowledge of English, Russian and Ukrainian;
  • Demonstrated ability to work in a neutral manner and exercise sound judgement in a very complex and highly demanding work environment
  • Ability to keep full confidentiality about all assigned tasks and related documentation as well as capacity to exercise confidentiality, discretion and tact when dealing with diverse groups of people;
  • High degree of communication skills and excellent interpersonal skills;
  • Ability to develop strong working relationships internally and externally at all levels;
  • Thorough understanding of social media, its purpose and use;
  • Solid ICT skills;
  • High personal and professional culture;
  • Ability to work in a multi-ethnic and multi-national environment;
  • Be based in Kyiv and be occasionally able to travel in the regions and to Brussels.

Terms of contract

A consultancy contract based on a competitive salary. VAT to be paid by EED in Belgium. Benefits package to be included. Initial two year contract, with the possibility of extension.
