Innovation through integration in territorial policies for the Adriatic-Ionian region

Ideas for reflection from a local and regional perspective

Abstract in English

The work reports about the experience of the Regional Laboratory on  macro-regional issues run by the Emilia-Romagna Region from 2012 onwards. This is a publicly-driven think tank, participated by Universities and researchers and local and regional institutions, and it intends to set the basis for the promotion of a new cultural approach to research, innovation and qualification for the territorial policies of the local and regional entities.
The report focuses on a new, cross-cutting approach to the public policies and to the new tools for the coordination of the regional development, and it avails itself of geo-politics, historic, ethnographic and anthropological, statistic contributions, in order to enrich the socio-economical evaluations which are the necessary knowledge basis for a quality set of territorial development policies. The report focuses also on the first implementation of the EUSAIR Strategy from the point of view of the local and regional institutions involved in that process, following a cross-cutting, integrated approach.

Proposte di riflessione da una prospettiva locale e regionale

Abstract in Italian

Presentazione dell’esperienza del Regional Laboratory on macro-regional issues della Regione Emilia-Romagna dal 2012 ad oggi. Si tratta di un think tank a guida pubblica partecipato da Università, enti di ricerca ed  istituzioni locali e regionali, come base per la promozione di una nuova cultura della ricerca, dell’innovazione e della qualificazione nelle politiche territoriali del livello di governo locale e regionale.
La sperimentazione di un nuovo approccio trasversale alle politiche pubbliche ed agli strumenti di coordinamento dello sviluppo regionale, che si avvale di contributi di natura geopolitica, storica, etnografica ed antropologica, statistica ed attuariale, per arricchire il quadro delle valutazioni socio-economiche a supporto della programmazione di politiche di sviluppo territoriale integrato di qualità. Un rapporto sull’esperienza di analisi della prima attuazione della strategia EUSAIR vista dalla prospettiva delle istituzioni locali e regionali che sono state coinvolte nel processo, in un’ottica di integrazione e di trasversalità.
